Universal Postal Union (UPU)

  • India was re-elected to the Council of Administration (CA) and Postal Operations Council (POC) of the Universal Postal Union (UPU) at the 28th UPU Congress in Dubai (2025).

  • The UPU, a UN specialised agency founded in 1874 and headquartered in Berne, Switzerland, is the second-oldest international organisation (after the International Telecommunication Union, 1865).

  • It has 192 member countries and promotes global cooperation in postal services, including mail, parcels, and postal finance.

  • The UPU has four main bodies:

  • Congress – supreme authority meeting every four years,

  • Council of Administration (CA) – supervises work between Congresses,

  • Postal Operations Council (POC) – 48-member technical body,

  • International Bureau – secretariat providing technical and logistical supportNon-UN members may join if two-thirds of UPU members approve.
