Sub-categorization of OBC

In India, there is a 27% reservation in central government jobs and educational institutions. Recently a commission headed by Justice Rohini called for sub-categorization of OBC reservation to ensure that there is a more equitable distribution of benefits among the OBC. The commission recommended to split 27% into 2%, 6%, 9% and 10% among four groups.

Need to have sub-categorization

  • Ensure equity within OBC: Presently benefits are tilted towards some dominant groups within OBC. Subcategorization brings more parity in dividing the benefits.

    • Example: As per the Rohini Commission report, 97% of the central government jobs went to 25% of the OBC castes.

  • Enhanced representations: The hitherto untouched communities can earn the benefit of reservation and can establish better in social and economic forums.

    • Example: Around 37% of OBC communities have zero representation in jobs and educational institutions.

  • Efficient allocation: Sub-categorization also ensures that the limited resources are distributed in an efficient manner.

    • Example: Karnataka has already successfully implemented the sub categorization which has enabled efficient allocation.

  • Serves social justice: Widening the beneficiary coverage would make affirmative action more substantive and serve social justice in a true sense.

Challenges associated with sub categorization

  • Complexity: The large number of sub-groups and absence of adequate documents make the categorization exercise very difficult and complex.

    • Example: There are around 3000 castes coming under the OBC umbrella making the categorization process very tedious.

  • Divisiveness: Arguments exist that further categorization would bring more division within the society harming the social fabric of the nation.

  • Administrative challenges: Lack of efficient manpower, poor technology penetration and poor data availability create administrative hurdles.

  • Scope for political misuse: Politicians in power can use this new reservation policy to attract votes which could create a split within the community.

    • Example: Political plays like the Jat reservation incidents may spring up.

Thus, sub categorization of OBC can ensure a more equitable and just distribution of benefits among the backward community but such an exercise must lead to division within the society. There is also a requirement to gather efficient data collection mechanisms and manpower to conduct this tedious process in an effective manner.
