  • Rule 18 of the Conduct of Election Rules, 1961 is related to persons eligible to vote by post (or postal ballot)

  • It says the following types of persons are entitled to vote by post (upon the fulfilment of certain conditions):



Special Voters

Special voters are individuals holding offices designated by the President under subsection (4) of Section 20 of the Representation of the People Act, 1950. These positions include the President, the Vice-President, state governors, and ministers of the Union or states.


Voters on election duty

This category includes different government officers and employees on poll duty.

Electors under preventive detention

Any elector subjected to preventive detention, within fifteen days of the calling of an election, has to send an intimation to the returning officer that he wishes to vote by post, specifying his name, address, electoral roll number, and place of detention

Vote from home facility for Divyangjans & Senior citizens 

  • Senior citizens above 85 years 

  • Person with disability (not less than 40%)

Absentee voters


Media persons with authorisation letters from the Election Commission of India (ECI) and those involved in essential services such as metros, railways, and healthcare have the option to vote using postal ballots.

Service voter

  • A service voter should have the following service qualification according to Section 20 of the Representation of People Act, 1950 : 

    • Being a member of the armed forces of the Union

    • Being a member of an Armed Police Force of a State, and serving outside that state;or

    • Being a person who is employed under the Government of India, in a post outside India.

    • The wife of a Service Voter, if she is ordinarily residing with him.
