The LG is the constitutional head of several Union Territories (UTs) including Delhi, Puducherry, and Andaman & Nicobar Islands in India.
The President of India appoints the LG for a term of five years, and the LG holds office at the President’s pleasure
The Administrator appointed under Article 239 is designated as the Lieutenant Governor.
Unlike a Governor, who must act solely on the aid and advice of the Council of Ministers, the LG does not need the approval of the Council of Ministers on every matter.
The LG’s decisions on such matters are final.
Delhi’s Context
In the case of Delhi, the government exercises no power in the domain of land, law, and police.
The LG has complete discretion to decide upon any of these matters.
Article 239AA of the Constitution designates the Administrator of Delhi as the Lieutenant Governor.
