1957 CORPORATION MUNICIPALITY POLITY
DMC Act was enacted to unify and streamline the municipal administration of Delhi,
The Act established the Municipal Corporation of Delhi (MCD) as a unified entity responsible for the city's municipal government.
Key Provisions:
The MCD was established as a body corporate with the power to acquire, hold, and dispose of property, and to sue and be sued.
The Corporation includes:
Councillors, elected directly by the public.
Ten experts in municipal administration nominated by the Administrator, without voting rights.
Members of Parliament from constituencies within the Corporation's area.
One-fifth of the Delhi Legislative Assembly members, nominated annually by the Speaker on a rotating basis.
Chairpersons of specific committees, if they are not already councillors.
The MCD elects a Mayor and Deputy Mayor annually, with reserved positions for women and Scheduled Castes.
Functions: Obligatory functions include waste management, public health, and primary education. Discretionary functions cover cultural education, sports facilities, and urban improvement.
