It is entrusted with the functions of Planning and management of water resources, Monitoring water quality and water resource projects, Dam Safety, Flood forecasting/Hydrological Observation, Irrigation, Navigation and Drinking Water Supply etc..
The Commission is headed by a Chairman, with the Status of Ex-Officio Secretary to the Government of India.
The commission has Three wings:-

Geological Survey of India (GSI)
GSI, an attached office of the Ministry of Mines, was established in 1851.
It began its mission to investigate and assess coal and other mineral resources through regional exploration.
GSI's expanded activities in mineral exploration and baseline surveys support national economic development and address stakeholder needs.
Its principal functions include updating geoscientific data, assessing mineral resources, conducting airborne and marine surveys, and studying geotechnical, geo-environmental, and natural hazards.
GSI also promotes studies on fundamental research.
Headquartered in Kolkata, GSI has six regional offices in Lucknow, Jaipur, Nagpur, Hyderabad, Shillong, and Kolkata, with offices in almost all states.
Agricultural Meteorology Division of the India Meteorological Department (IMD)
Established in 1932, the Division engages in multidisciplinary activities and supports research programs in agricultural meteorology.
The primary objective of the Division is to mitigate the impact of adverse weather on crops and utilise crop-weather relationships to enhance agricultural production.
It is the centre for research programmes in agricultural meteorology and has field units in various parts of the country.
Forecasts and advisories for farmers are jointly issued by IMD's Forecasting Offices in state capitals and Agromet Field Units (AMFUs) under the Gramin Krishi Mausam Seva (GKMS) project.
Atmosphere & Climate Research-Modelling Observing Systems & Services (ACROSS)
The ACROSS is a central sector scheme related to the atmospheric science programs of the Ministry of Earth Sciences (MoES).
It encompasses the full scope of weather and climate prediction, including:
observational systems
assimilation of meteorological observations
process understanding
research and development of dynamical models
Providing the forecast services.
Each aspect is included as a sub-scheme under the ACROSS umbrella, implemented by four institutions under MoES:
India Meteorological Department (IMD)
National Centre for Medium Range Weather Forecasting (NCMRWF)
Indian Institute of Tropical Meteorology (IITM)
Indian National Centre for Ocean Information Services (INCOIS)
which handles a small part of one sub-scheme.
