  • The Central Administrative Tribunal (CAT) is a specialised judicial body in India established under the Administrative Tribunals Act, 1985, passed under Article 323-A of the Constitution. 

  • It adjudicates disputes and complaints related to the recruitment and service conditions of Union government employees and its agencies.

  • CAT has 19 Benches, including the Principal Bench in New Delhi, and 19 Circuit Benches across India. 

  • It comprises one chairman, 34 judicial members, and 35 non-judicial (administrative) members, all appointed by the president based on recommendations from the Cabinet Committee on Appointments following a report from a Search cum Selection Committee headed by the Chief Justice of India or a nominated Supreme Court Judge.

  • Each bench includes a judicial and an administrative member. 

  • CAT orders can be appealed in the division bench of the High Court, except for contempt of court cases, which go directly to the Supreme Court.

  • The following offices are not covered under CAT:

  1. Defence forces Officers

  2. The staff of the Supreme Court

  3. Secretarial staff of the Parliament
