Concept of Collective Responsibility & Collective Accountability

Collective responsibility means that the Council of Ministers, including the Prime Minister works as a single unit. They implement government policies collectively. While individual ministers are responsible for their respective ministries, the entire council of ministers is collectively responsible for the government's actions.

Collective accountability means that the entire government is accountable to the public and the legislature in a collective manner. When the legislature loses trust in the government, the entire council of ministers must resign.

Significance of Collective Responsibility and Collective Accountability in Indian polity

• Ensure government stability: Collective responsibility ensures that internal dissensions are minimised which ensures stable governance.

• Example: Criticisms against 1991 financial reforms were dealt with by a unified approach by the Council of Ministers which prevented the government from falling.

• Facilitate cohesive decision-making: Holding every minister accountable for government actions ensures they cooperate and work as a single cohesive unit, resulting in efficient governance.

• Example: Despite stiff opposition the GST reforms worked out well due to collective effort of the entire government.

• Maintain party discipline: Adhering to policies of the government can reduce power struggles within the ruling party which can reduce instances of defection.

• Government credibility: A responsible and accountable government would be a legitimate authority with their policies being more credible to the public.

• Example: Well-functioning Parliament with deliberation on every key policy can elevate public trust in the government.

• Democratic oversight: Accountability provision ensures democratic oversight by allowing the opposition and parliamentary committees to hold the government accountable and prevent misuse of power.

• Example: Present NDA government which commands a huge numerical advantage has the potential to misuse its power unless balanced by the opposition in holding them accountable for their policies.

Though this aspect of collective responsibility inhibits individualism and reduces the scope of constructive criticism, the concept is very much relevant for the smooth functioning of government as a whole.
