Impartiality and non-partisanship are crucial for maintaining the integrity, effectiveness and credibility of government institutions. They ensure that public servants carry out their duties objectively, without favouring any group or individual. The following can be attributed to impartiality and non-partisanship.

  • Public trust and credibility: Impartiality and non-partisanship help maintain public trust in government institutions.

    • Example: When electoral officers are perceived as impartial while organizing elections, citizens are more likely to have confidence in the electoral process.

  • Effective policy implementation: Impartial civil servants can better implement public policies without bias, ensuring that services reach those who need them most.

    • Example: Allocation of budgets to different government departments, prioritizing projects based on their potential benefits to the public rather than political expediency.

  • Consistency and stability: Impartial civil servants provide a consistent and stable framework for governance, which prevents abrupt shifts in policies that could negatively impact society.

    • Example: Consistently managing diplomatic relations even when the political party in power changes, preventing abrupt shifts in foreign policy and maintaining regional stability.

  • Merit-based recruitment and promotion: Impartiality ensures that CS are recruited and promoted based on qualifications, skills and performance, rather than political affiliations. This leads to a more competent and efficient bureaucracy.

    • Example: The competitive examinations conducted by UPSC for recruiting civil servants in India.

Impartiality and non-partisanship help ensure that the government functions in the best interests of the entire population, irrespective of political considerations.
