Article 93 of the Constitution outlines the procedure for electing both the Speaker and the Deputy Speaker.
They continue to stay in office even after dissolution of lok sabha, till a new Speaker and the Deputy Speaker are elected.
They are elected by the members of the house itself on a date fixed by the president.
By convention, if the ruling party or alliance gets the Speaker's post, the Deputy Speaker comes from the opposition party or alliance in Lok Sabha.
The speaker has always been chosen unopposed in independent India.
Major Functions
The Speaker interprets procedural rules, adjudicates points of order, and undertakes ceremonial duties like hosting foreign dignitaries and representing the Lok Sabha nationally and internationally.
They appoint committee chairpersons and members, refer matters to committees, and fulfill additional responsibilities as per Lok Sabha rules or assignments by the President of India or Parliament.
The Speaker decides if a bill qualifies as a money bill, with their decision being final, and adjudicates on Lok Sabha member disqualification due to defection, as per the Tenth Schedule.
