QUAD's key goals involve safeguarding strategic sea routes in the Indo-Pacific, countering military or political influence, and addressing Chinese dominance in the region.

Countering China's Rise: The Quad provides India with a collaborative framework to counterbalance China's economic and military influence.

Challenges of QUAD

Undefined Vision: Lack of a clearly defined strategic mission raises questions about the ultimate purpose and goals of the Quad.

India's Aversion to Alliance System: India's reluctance to embrace a treaty alliance system slows down progress and introduces complexities in political coordination.

Lack of Definitive Structure: Absence of a typical multilateral organizational structure, with no secretariat or permanent decision-making body.

Way Forward

ASEAN Collaboration: Emphasize collaboration with existing ASEAN initiatives to uphold ASEAN centrality and avoid side-lining the institution.
Economic Partnership: The commitment of the QUAD to regional infrastructure development can be strengthened by integrating India into the existing ‘Australia-Japan-US Trilateral Infrastructure Partnership’.
Incremental Military Collaboration: Quad nations should take measured steps to deepen military cooperation, avoiding provocation while building credible joint capabilities.
Geographic Specialization: Assign specific geographic responsibilities to Quad countries to maintain a multipolar order—India for the Indian Ocean, Australia for the Eastern Indian Ocean etc.
Joint Capability Enhancement: Focus on improving joint capabilities, including interoperability, intelligence and overall capability development to complicate China's two-ocean strategy.
Clarification of Indo-Pacific Vision: Clearly communicate the Quad's Indo-Pacific Vision within a comprehensive framework, advancing economic and security interests for all member nations.
Comprehensive Vision for India: Address current and future maritime challenges through consolidated military and non-military tools, strategic partnerships, and continuous analysis for adaptive strategies.
