• The Quad Foreign Ministers’ meeting in Tokyo was convened with the aim of fostering a strong and prosperous Indo-Pacific.
• The Quad concept was first proposed in 2007 by Japanese Prime Minister Shinzo Abe after the 2004 Indian Ocean tsunami, with humanitarianism as its foundation.
• After being dormant for ten years due to issues from Australia about China, it was re-established in 2017 and held its first-ever summit last year.
• It has also held “Quad-plus” gatherings with South Korea, New Zealand, and Vietnam that may indicate future regional expansion.
• Quad operates without an office or any standing decision-making body.
