Measures to improve Ethical standards in Public Administration

Improvement in the standards of ethical conduct in the public service is vital for effective public administration. Given the challenges of today, there is an urgent need for internalisation of ethical values in civil servants, the public and the political leadership to fight the menace of ethical challenges in the administration.

  • Ensuring high standard of conduct among Top level Personnel:  Top leadership should exhibit honesty, integrity, and a strong work ethic. The leadership must demonstrate firmness, and commitment to implement tough reforms to combat corruption.

  • Nurturing a sense of function in Civil Servants:  Civil servants must serve with sense of duty beyond the limited perspective of working in an office for a salary. Instead, they should be always motivated to take up active steps to promote structural improvements and economic growth. 

  • Infusion of ethics in Political leadership: Major decisions in public organisations are affected by the whims of the political elite rather than the needs of the organisation. Thus, there is a need to train the political elite to pursue ethical ways so that they fulfil the pledges made to the people.

  • Creation of a healthy public opinion against corruption: A generation of citizens aware of their rights and privileges will start questioning the corrupt conduct of administration and choose their political leaders wisely.

  • Simplification of working of Government Machinery:  The root cause to proliferation of unethical practices in administration seems to be the complicated procedures of Government offices. These procedures need to be evaluated and simplified.

  • Increasing Salary and Perks and other service conditions:  Making the service conditions attractive can reduce the instances of corruption to an extent. 

  • Promoting e-governance: It helps to improve transparency and accountability in public administration. All official orders and instructions shall be recorded digitally so as to prevent tampering of documents to justify their past decisions. 

  • Ethical Performance Monitoring System: Rather than just monitoring their outcome-based performance, civil servants can be made to record their ethical conduct displayed in administration. This would inspire junior officers to follow the lead.

The responsibility lies on the part of Civil servants to make the public administration the stainless-steel frame, unsullied, shining and providing support to the lives of millions of Indians. Ethical conduct of civil servants can help India reap the fruits of development and ensure efficient public welfare.
