The National Disaster Management Plan 2016 is a comprehensive framework introduced by the Government of India to guide disaster preparedness, mitigation, response, and recovery efforts across the country. It provides a structured approach to address various types of disasters and lays down guidelines for coordination among multiple stakeholders, aiming to enhance the country's resilience and capacity to effectively manage disasters.
Features of the Plan
Core Priorities: The plan is based on the four priority themes of the “Sendai Framework”
Understanding disaster risk
Improving disaster risk governance
Investing in disaster reduction (through structural and non-structural measures)
Disaster preparedness, early warning and building back better in the aftermath of a disaster.
Strengthening Disaster Risk Governance: The Plan has incorporated a Chapter on Strengthening Disaster Risk Governance. There are six thematic areas in which Central and State Governments have to take actions to strengthen disaster risk governance.

Hierarchy and Coordination: The plan facilitates seamless coordination and collaboration among government agencies and departments, ensuring both horizontal and vertical integration. It outlines the roles and responsibilities of all levels of Government, including Panchayats and Urban Local Bodies, in a matrix format. With a regional approach, the plan proves advantageous not just for disaster management but also for development planning.
Scalability: The National Disaster Management Plan 2016 is designed for scalable implementation in all phases of disaster management. It serves as a comprehensive checklist, identifying major activities like early warning, information dissemination, medical care, transportation, search and rescue, and evacuation to guide agencies in their response to disasters.
Recovery strategy: The plan promotes “Build Back Better” in recovery, rehabilitation and reconstruction
